Getting an Angle on the Nano World:
Texas Research, Texas Policy, and Texas Ventures

Abstract: This presentation will begin with a discussion of nanoscience and nanotechnology as the natural “next chapter” in the science and technology of materials and devices and will stress the futility of any regional or institutional attempt to “capture the field.” Aspects where early, sizable technological payoffs could arise will be discussed, then the presentation will turn more specifically to the scene in Texas. The relative strengths of Texas science and technology in the nano world will be analyzed, and policy options for sustaining or enlarging the strategic position for Texas will be outlined. Finally, some particular comments will be provided for those interested in business ventures based in this domain.

Bio: Larry R. Faulkner is President of Houston Endowment, a private philanthropy established by Jesse H. and Mary Gibbs Jones. He is also President Emeritus of The University of Texas at Austin. He holds a B.S. degree from Southern Methodist University and a Ph.D. in chemistry from The University of Texas at Austin.

Dr. Faulkner served on the chemistry faculties of Harvard University, the University of Illinois, and the University of Texas. At Illinois he was also Head of the Department of Chemistry, Dean of the College of Liberal Arts and Sciences, and Provost and Vice Chancellor for Academic Affairs.

In 1998, he returned to the University of Texas at Austin as the 27th president, and served into 2006. He oversaw a seven-year capital campaign that raised over $1.6 billion. He also appointed and supported the work of the Commission of 125, a citizens’ group that provided guidance on the future of the University and its relationship to the public.

In 25 years of scientific research, Dr. Faulkner contributed in several areas, but a major focus was on the motion of charge and energy in supermolecular structures, an area that now would be called nanoscience. He is co-author (with Allen J. Bard) of the prominent text, Electrochemical Methods: Fundamentals and Applications, and is co-inventor (with Peixin He and James Avery) of the cybernetic potentiostat, which had a lasting impact on the design of commercial analytical instruments.

He has been recognized with the Electrochemical Society’s Edward Goodrich Acheson Medal, the American Chemical Society Award in Analytical Chemistry, the U.S. Department of Energy Award for Outstanding Scientific Achievement in Materials Chemistry, and the Charles N. Reilly Award of the Society for Electroanalytical Chemistry. He is a member of the American Academy of Arts and Sciences.

Dr. Faulkner is Chairman of the Board of Trustees of Internet2 and also serves on the boards of Temple-Inland, Sandia National Laboratories, and Guaranty Bank.
