“The NanoSafety Consortium for Carbon”

The NanoSafety Consortium for Carbon (NCC) is a group of 12 innovative companies involved in the commercialization of nanoscale carbon which have banded together to address the potential environmental, health, and safety (EHS) concerns presented by their products. While NCC intends to address wide-ranging global regulatory issues presented by their products, its first tangible project is to work with United States Environmental Protection Agency ("EPA") to develop a mutually agreeable toxicity testing regime for a representative set of nanoscale materials in order to satisfy the EPA's regulatory requirements for new chemical substances under the Toxic Substances Control Act.

NCC has also recruited an independent scientific advisory board made up of top nanotechnology scientists from around the country who have agreed to help NCC design the proposed testing regime. John's presentation will describe NCC's purpose, goals, and structure in more detail, and will also provide an overview of NCC's approach to working with EPA on the proposed toxicity testing regime.

Bio: John C. Monica, Jr.

John Monica is a partner in the Washington, D.C. office of Porter Wright Morris & Arthur LLP where he leads the firm's multi-disciplinary nanotechnology practice group. In April 2009, John was named as one of the top ten experts in environmental, health and safety issues related to engineered nanoscale materials by Nanotechnology Law & Business, a peer-reviewed journal. He has authored the full-length legal treatise, Nanotechnology Law, published by West/Thomson/Reuters, and published numerous peer-reviewed articles on the topic.

He also publishes the Nanotechnology Law Report website and its accompanying quarterly newsletter. John received his undergraduate degree from Northwestern University and his law degree from George Washington University. He is licensed in Virginia, Maryland, the District of Columbia, and Ohio.
